Leads the proposal and cost estimating department providing guidance and oversight of all costing activities. Plans, develops, and supports large, highly complex cost proposals and analyses that meet federal acquisition regulations, the Truth in Negotiations Act, and Company policies and procedures. Activities support new and follow-on business proposals and assigned cost analyses/studies. Provides leadership, coordination and guidance to other department personnel in completing their assignments. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.
Essential job duties and responsibilities:
Provides coordination and guidance to plan, develop and support reasonable cost proposals and analyses, including larger proposals and highly complex projects.
Creates new estimating processes and ensures current estimating processes are valid.
Works with customers, and all internal departments to complete work.
Coordinates multi-organization requirements and implementation of models/tools.
Ensures development of contracts/process unique finance tools, models and analyses.
Acts as finance lead for business considerations (exchange rates, international risks, offsets etc.)
Coordinates cost estimating models and new approaches.
Strategizes and organizes required packages and documentation for customers.
Performs baseline performance data in the following areas: travel cost analysis, freight, purchasing, manufacturing, spare, repair, support factors, new business and development factors.
Oversees and/or creates product catalogs, product cost, commercial price catalogs, spares catalog and repairs catalogs. Validates catalogs through metrics on a regular basis.
Performs escalation and economic forecasting.
Annually updates material Weighting for Escalation “mix” Baseline Quarterly.
Performs proposal and financial analysis, including commercial and competitive pricing and implications.
Independently assesses likely performance on projects, risks and opportunities.
Analyzes product business case: investment, product cost, expected market/sales and financials to expected measures of P/L, Cash and Financials.
Analyzes costs of business (especially international perf/warranty bonds, letters of credit, offset, agent, license fees, etc.)
Analyzes cash and financial (M/S payment events vs expenditures) with evaluations to Cash profile, RONA, NPV @ various discount rate, year-by-year cash position, etc.
Performs negotiation model to allow for analyses/trade-offs of cost, price-to-customer, terms & financials in integrated model.
Identifies total cost, cost-to-price factors, competitiveness, project overview, rules and terms and price-to-win.
Tracks performance and ensures traceability of cost estimates to actual costs incurred on major projects.
Writes and communicates organizational issues and projects.
Provides leadership on organizational issues and projects.
Ensures leadership for schedule strategies to meet all requirements.
Ensures prioritized project requirements and schedule guidance.
Ensures compliance to government procurement practices and files reports
Minimum Job Requirements:
Four-year college degree, in business administration, finance or accounting plus six to eight years related experience. International skills a plus. Excellent communication skills to tactfully interface with various levels of employees and management. Excellent desktop computer/applications skills. Effective proposal planning with broad estimating and procurement system knowledge base required. Good leadership skills and ability to provide leadership and support on issues and projects. Excellent analytical and summarization skills. Able to prioritize work, complete multiple tasks, and work under deadlines. Able to concentrate, focus, and perform analyses. Logical approach to problem solving. Adept analytical and numerical skills required. Must be able to work at a computer for extended periods of time, work flexible hours and occasionally travel.
